The extremely informative "Your Home" government website, all about sustainable, energy efficient design, list the MINIMUM appropriate insulation levels for Brisbane as R4.1 on the ceiling, R2.8 in the external walls. https://www.yourhome.gov.au/passive-design/insulation I would certainly recommend insulation in the external walls during the build. It's extremely difficult to do at a later stage! I believe R2.5 batts are about the largest that will fit in a normal stick build, with normal studs. Insulation must not be compressed, or it will become ineffective. I'd look at acoustic batts too, & see if the builder will up the ceiling insulation to at least R4, at a reasonable cost. It's really not much more work for them. Plus hopefully there is a radiant barrier (foil type wrap), under the roofing. It's a good idea, especially in warmer climates.
