Apparently the change is coming on September 1, 2019 and it was delayed from 2018.
What is the real impact for owners who are nearing completion later this year?

We’ve had the keys since mid May and we haven’t yet got the drive way sorted. So yes it will cause all sorts of issues if they don’t modify what is needed If you’re close to settlement, maybe try negotiating a price reduction or have it handled before finalising.
