In my area they also come by with a water truck to water them for the first summer so they do have an investment in these trees. I had a second tree planted on the verge a few years ago, and the guy said it would cost over $150 to buy one that advanced and I agreed with him because they are expensive. I'm not sure but i suspect there may be some requirement to have trees for air quality reasons for example. Councils do care though if there is a liability issue, and they may care that someone is damaging their property that they invested time and wages in.
