Project Home Builders generally work out wall lengths and heights, window sizes and placement according to whole brick and half brick sizes so they don't have to pay the brickie to cut bricks. I bet if the window was moved half a brick ( 115mm ) to the right it would be spot on. The brickwork is done as Stewie says and if the window shows like this on your plans and you have signed off on them then it may be yourself who has inadvertently stuffed up. However, if the window on the plans is centred you must insist that it be fixed. When we got the first draft of our plans the window in the loo was off centre and like you it would have driven me barmy so I insisted it be moved. Double checked the final drawing and the window is right in the middle of the two basins - so there's no mistake there. Cabinet maker doesn't care, he has done what is asked of him, so why rock the boat? Extra work & time involved to change the cabinet- approach the builder, who will approach the client, get variation signed off, etc. and sometimes the client doesn't even care or even notice it. It would bug the crap out of me everytime I use it. It also doesn't look like wet area plasterboard has been used either. They are centred on the two cabinet doors below on both sides. If one bowl was moved it would look strange on the vanity. It really looks like the window position wasn't clearly though about!
