They are set by the insurers based on factors that can be determined without that data. Premiums are also factored on stuff not relevant to building data, like flood zones, proximity to geological features, crime statistics weather history, etc. The extend of "building data" an insurer uses to insure most homes can be discerned by answering questions about what your house is made of like bricks or weatherboard, what roof it has, whether you're on slab/stumps and then the rest is about locks, alarms etc. Having building data in hand does nothing for your ability to negotiate on rates.
