Tile filled with grout

Good evening everyone,

We have recently moved into our newly built house. During a walk through we identified the area around the toilet had not been tiled correctly. Basically they had cut the tiles square around a round pipe. The builders solution was they filled the exposed area with grout. Is this a satisfactory finish? Is there a maximum amount of area grout can cover?

We are coming upto our 3 month defect period. Would this be considered a defect? This was completed after the toilet was installed.
the tiling was done after the toilet? maybe need some photos to put it in context. As i said most toilets would cover that connection to the waste pipe so maybe there was confusion
