Water only seeps through clay very slowly so unless there is enough slope for it run off the clay, it will just sit there. Dig a trench and install a spoon drain or just leave it run out to the street with a bit of digging. Can a plumber put a tap on a rain water tank which is full? Tank is similar to one in photo.
