That’s correct, the volume builders don’t actually build the house. They draw from the same pool of ‘Value’ contractors operating in the area. The contractors know their work is not usually checked for quality and so behave accordingly. The client is responsible for quality as the builder passes the money and time risks of poor contractors quality with the HIA contract.
