Actually the proper way to do it as specified by AIRAH (Australian Institute of Refrigeration Air Conditioning and Heating) is to do a cooling load calculation for the house. This is based on several factors: climate, area to be conditioned, house construction, orientation, glazing proportions, levels of insulation and shading. The good companies will do a proper calc, the ******* ones will do a rough estimation and probably sell you a unit that is bigger than your needs. However it is just an estimate. Also at the end of the day it comes down to what performance you expect and how quickly you want your house to cool down. I know many people on this forum would prefer to go for bigger units just to improve the performance for days like we had last year, and to be quite honest most aircond unit are not big enough for the houses of today anyway. To cool whole house in one go is very difficult to design for.
