Sewer and water must comply to standards and if there was a standard code for vanities then places like bunnings etc would be geting there asses hung in a sling one would think. I have been a plumber for over 20 yrs now and have worked in just about every state and territory in australia working for myself and on wages holding plumbing licenses in those states i worked Someone is pulling someones leg thats for sure The only other thing i think you should be careful of is the placement of the vanity. Non-compliance would be given if there is a PP within 150mm of the basin.
