Your hydraulics engineer must have done the calculations already and should have a justification that 150mm is sufficient. Council just can't say 250 if 150 is sufficient and in accordance with bca requirements, which your hydraulics engineer should already know prior to his design and should have taken into consideration. Haven't council already approved the development? Are they allowed to just make these sort of statements and requirements part-way through? I hope it all works out for you.
