As for supply, choose the lights you want and get a quote from the builder to supply them, and then see what price you can get them for. Sometimes builders or electricians have good pricing deals set up where they can buy significantly less than a retail customer, which means they can add a reasonable margin and still sell them to you cheaper than you can buy them - a win-win situation.
