Unfortunately, the installation is almost certainly compliant with the BCA but compliance doesn't guarantee good design. Your argument is one of aesthetics and original design, you can only appeal to your builder's social conscience. I mentioned the RHS lower downpipe being best located on the left side of the garage so it is near the upper roof's diverted flow of concentrated water as it enters the lower gutter if the upper RHS downpipe is moved back around the corner. They may have put them where it suits best but I can imagine that roof plumber had it been his own home, would have come up with a solution not to put them on the front facade let alone on a feature wall.
