My porch is to be tiled, but currently there is no concrete there. Does this get done later? Or should it have been done with the slab? Ours was the same...... don't know the reasons why, but the cement for the portico was done quite late in the process - gyprocking had been done, kitchen was in, painting was done, and tiling was happenning. ours is not to reason why!
