one of the other lots didnt require DA, they went straight to building permit
but when speaking to council, they indicated this may not be the same for all lots
the RE agent never mentioned planning approval

Is the block part of a new subdivision? Or is it an older existing block with a building envelope already approved?
We were in the lucky position that we didn't need planning approval as we already had a building envelope therefore to build we only needed a building licence. If you already have planning approval the local govt won't be able to add the brushfire prone area status to your block.
Unfortunately if you trigger planning approval or are part of any new subdivisions you would trigger the requirement - this should be notified to you before purchase though.
