Mortar Damage Defects

Hi,

Bricks were recently cleaned and attached photos is result. We have chosen an ironed joint off white colour.The ironed joint finish appeared to look good before cleaning per photo.

Mortar appears mostly intact and flaky/sandy in some spots if I rub it.

Note: bricks were cleaned ~ 4 months after being laid due to other defects.

I raised the issue with builder who advised these would be repointed, however the brick layer has only bothered filling large obvious holes.

Is this an acceptable finish?

I can’t find any standards or guideline to reference regarding mortar finish.

I will call in an inspector if necessary before the scaffolding is lowered next week.
