The issue is that fence repair costs are split 50:50, retaining wall costs are paid for 100% by the person who obtained the benefit of the cut or fill. So if you make the fence a retaining wall so your yard is bigger and flatter you have to cover the cost when it eventually fails. that said, 200mm difference here or there is pretty common and easy to do with a sleeper at the bottom of the fence panel but more than 200mm will load the fence posts that they are not designed to take Not sure, depends on the builder.
