Bricklayer or Engineer

We have been in our home for nearly 7 years, which we purchased just after construction.
I have noticed for some time that on one corner that from the 2nd course of brick work that it has slowly slipped forward 5 to 10mm.
Who would I get to check this out a bricklayer or engineer?
These pics are from a while ago, its out further now.

I have now added pictures.
From my experience the footing may not be a 100% in that corner.If you dig up the corner and see if the footing extends out to form a proper rebate for the brickwork.Probably won't be a huge issue but best to have a look.
