My Builder B Homes repaired one of my broken stormwater pipes by cutting another pipe, slitting it and sleeping it over the pipe.

My Builder B Homes repaired one of my broken stormwater pipes by cutting another pipe, slitting it and sleeping it over the pipe.
Is this an approved plumbing repair method?

Is this an approved plumbing repair method?
I've done the same for a hole in the pipe. for a crack right through a better repair is needed.
My concern is that they haven't used priming fluid. I think it is just a crack on the top.
Nothing 'illegal' as far as I am aware.
Stormwater pipe is non pressurised.
