Zero lot boundary set back

Hi,

My neighbour has Zero lot and next to garage wall he has left 200mm setback. But in the front garage he has poured concrete till the boundry. Is this even allowed ?
The reason i am asking is it is less than a meter from my main door and he is going to put garbage bin there. This is so annoying. Also on future if I want to change the landscaping i would need to break his concrete to detach my boundry. Attached pictures.
Any suggestion?
if he has concreted up to the boundary this is fine
if he has encroached on your land then no that is not ok
