Concrete footing for brick fence

I want to have a small brick fence running up the side of my driveway. My drive slopes up to the house.

My question is in respect to the concrete footing for the brick fence. Do I create the footing:

1) so that it slopes up; or
2) so that it steps up?

Thanks in advance.

Dont forget to do your measurements tomake sure your bricks are are level across the steps.
