Paving question

I'm building an outside raised deck. Its about 500mm high. Its has double brick walls and I've solid filled it.
Originally I was going to concrete the top and then tile it, but Ive changed my mind and want to pave it.


My question is, should I lay a thin concrete slab and then pack in fine bluemetal, or would it be ok to consolidate the fill and then pack in say, 300mm of bluemetal and then bedding sand?
all paving should be laided on a concrete base min 80mm thick, if slab is poured over fresh fill then there may be a need for piers for slab support

all fill should be dense compacted every 100mm in depth
( ie: layer compaction)
