You can mix the grout quite stiff and pack it like a mortar. I would probably use all thread chemset into the concrete with nuts in the underside of the post to raise and lower while still being fixed in place. Run them long to allow for the movement and then cut them off. I cut them +6mm or so past the nut and then fit dome nuts to cap, but whatever.
