Lighting options for a cathedral ceiling

Our extension plans have us building a 7.4m x 4.6m kitchen/living room on the back of the house with cathedral ceilings.

We want pendants down over the kitchen island and there will be a ceiling fan over the living area so strobing could be an issue for downlights. The ceiling height will range from 3.0m to roughly 4.6m I think. We don't want halogens anywhere in the house which leaves us with three options that I can see:

1. CFL Downlights (given the budget for the whole reno LED is probably out)

3. Pendants - leaning towards T5 fluoros like http://www.ozlighting.com.au/Eglo-PSI-Opal-Glass-Nickel-One-Light-Pendant-P1665.aspx

Has anyone got any suggestions for lighting such a room? Given that it's a cathedral ceiling I gather it's harder to change things down the track later as you can't access the roof cavity.
