Metal light fixture frame has electric current

I have wired in a light fixture with metal frame. When testing the frame it appears to be giving me a reading between 9 and 10 amps.
Would this be considered a normal reading for a steel light fixture?
not sure what you mean, can you post photos, the frame cannot ‘have’ a current, it can be at 240v which is life threatening and should have tripped the circuit. apostle a photo of the terminal block after isolating the circuit.
