Window storm moulds

Thanks in advance for any advice. I am currently building with a volume builder, they have inserted aluminium storm moulds above my double glazed windows measuring 6.2cm (almost a full brick). Apart from looking aesthetically ordinary, I am also concerned that my thermal benefits of having and paying for double glazed windows will be significantly reduced?

1) Are these storm moulds (especially this size) normal practice
2) Does anyone know of the BCA code for this? I can't find anything?

Thanks in advance
