300mm paver joints washing out

I'm having problems finding a paver joint product that won't wash out or flake within a few months. I've previously used Drypak Pave Set. I'm after a solution that will fill the 10mm gap flush up to the 20mm curved edges of the pavers and set rock hard. Would mixing cement with the product help?
I didn't think pavers were meant to have grout at all? Why not just use grout?
