Isn’t that just EPS foam? Pretty common construction material. Light good R rating but not as impact resistant as bricks so strictly first floor only. Allows more interesting design without using as much structural steel.

Anything is possible but it’s very very unlikely. Again you won’t have subfloor heaving due to suspended nature of your floor. For there to be movement you would need the water to reach below your footing depth and for bearers and joists construction it’s usually much much deeper than slab on ground.

If it's too good to be true, it is very likely just that. Never heard of this lot. Probably very new. Maybe you can get lucky as they are willing to have a few loss leaders to build up business. If not though, it would ruin your life.
