The Financial year starts on 1/7 not 1/8. I don't see how they could back date it if people have already been paid their $7000 FHOG? They are trying to give people extra incentive to buy / build, they probably aren't worried about the ones that have already signed.

Okay a bit of an update - Went down for a look on the weekend, next door's brickwork has started, our meter still has a tap on it. Our meter reads around 4500, theirs reads 0. Contacted the Water Corp, they told me that I need to make a police report as it is theft. Waiting for the police to call me...
