I think you usually make the first couple of payments, up to whatever your deposit for the build is.

We ended up spending just over $60K at colours (including porcelain tiles, carpet and shutters) and just over $10K at electrical. Overall, we are at about $100K over the base price. But you could easily spend less and definitely spend more, depending on personal taste and budget.
