I think that double storey houses should not be allowed to cast any shadow at any time of the year on their neighbours solar panels. It is completely unfair to the neighbour who already lives in their house and has spent thousands on going green and trying to save themselves money in the long run by...

It wouldn't help you get access to sunlight for your solar panels though. Maybe blocks should be pre-designated for single or double story houses but this would mean developers and others becoming a lot more serious about solar access and energy efficient housing. I really do sympathise with people who have built their dream home only to find that the neighbours on the Northern side are now building a two storey McMansion that will impact on their privacy and solar access. However I think it is either being very naive on their part or a lack of info provided...
