Question RE power and pipes for island bench

Hi We will be having an L shaped island bench in the kitchen. There is a stormwater sized pipe that comes out of the concrete, inside it has pipes coming out of it for hot and cold water and also there is conduit for power... inside the stormwater pipe is water. If it was simple for the current owner/builder to rectify all that is wrong with this build, they would have done it already most likely. Back away slowly, no sudden moves and don't make eye contact, when you are a safe distance away, turn and run as far and as fast as you can away from this disaste...
