If it was me I would just dig small test holes from the main water supply pipe and follow the pipe to where the valves are. Should take less than 30 mins to find the valves on even a large block, as once you dig a couple of holes it should be pretty easy to determine the direction the pipework takes...

I think its quite common with older houses the bathroom was never concreted as part of the main slab, and just ends up with a thin layer of concrete when the time came for tiling? Atleast thats what ive found with several older houses ive owned in Perth.
