what sort of cables, electrical? and what voltage? Electrical, and 240V

Our contractor said that he cannot run cables diagonally under the deck, and so he needs to run them squared along wall surfaces, and therefore he is using more cable. Is that a correct and is that a regulation in Queensland (or in Australia) that needs to be followed? Anyone knows?
