Have you considered using a solar pump and lights? We have a solar pump on our water feature and it works great, so long as there is sunlight of course. It's also much cheaper to purchase let alone install - putting the panel out in the sunlight rather than paying for an electrician!

You might also need to check with Council regarding approval. Here in SA no approval is required for an open pergola, however if it is covered you need approval for anything with a footprint over 10 or 12 square metres (can't remember which and depends on council as well).
