The cisterns only need 90mm ie std external wall frame, issue is the pan and waste set out. I’d think <$1000 easy , 2 hours for the plumber and 1hr framing, there could be other issues without seeing the situation Builder is now looking into how much it will cost to change. $1000's carpenter to modify/customize framing, may need double frame to conceal unit different cistern and bowl plumbing have to be modified builders margin Sounds like a lot of work and maybe not worth it just for the aesthetic look.
