The police will not take a complaint about this and will quickly fob you off, as there is nothing they can do. They probably will do nothing but the point is to get it on record which will help in taking further claim against him. Thats why they end up there. When people have a contract as the basis for their dispute, its pretty well always a civil matter. Talk to a lawyer , then get back to us with what you have learned. And not knowing what country I am from, shows your observational skills are weak, not only in respect of legal matters.
