Why don't you install two posts and run marine wire between them. Train some star jasmine or another climber. That way you get a nice green outlook together with some flowers. I would be concerned about tight access as you only have 1m clearance. You can grow creeping fig along the fence as it grows flat along the fence. I'd probably opt for ferns/rainforest type small plants in pots hanging off a frame positioned right next to the fence. We have a kitchen splashback window, and of course not paying attention & getting it through our promotion, left it in...problem is, outside we have literally 1m to the lovely colourbond fence. What can I do to "brighten up" the view. I'm thinking vertical garden attached to the fence by a professional is the only way to go. It won't get much light there either. That side is also where my path to the backyard is from the laundry. Phoenix - we are deliberating the same thing! We definitely want to see some green and not a colourbond fence!
