Forgot to mention I'm building in Sunbury. My site isn't going to title until after new year.
Still, other builders do provide fixed site costs (or at least capped) even without doing site surveys so why can't they?

I raised this point and even told them the name of the builders who do it. But still they didn't agree.
I was told by my SC that they will fix site costs at tender. Apparently what they do is take out an insurance. I explained everything but all in vain and no positive outcome. I was recommended to push contract to closer to title date and that's about it. I can't go for loan application until i have a fixed price contract. So in a bit of no mans land atm.
