When our last house was built ('99) we didn't have this problem but I remember when my parents built their electrician advised them against the dimmers due to noise. Is there a fix for this?? If you are dimming halogen downlights with electronic transformers it is possible that you might be able to swap to "universal" dimmers to solve the problem.
