The budget is going to be steep with all this and also the expenses on the labor. Its more work than your normal run of mill block....so im trying to justify his price. If its done in a week, unless hes got a sweatshop out the back working 24/7 you may be paying too much. I think its a fair price for the type of project it is. It sounds like some consuming processess involved and likey to take 2-3 months. Most importantly as an owner builder you want the documents to be sharp, some good detail, well setout dimensions and notations. this gives you a clear scope to contractors when pricing it up. If you had to pay that much for a standard set of plans (floor, electrical, elevations, basic facade and site plan) then I would say yes too much. But this looks very involved as mentioned above, I think the only way to find out if its too high wold be get another quote. I was being kind to the builder. With the amount charged for the upgrade the builder is probably charging closer to 100% margin.
