Pretty sure I got my plumber to move my meter. I didn't ask the water authority. The underground valve (this is before the meter for emergency shut off) had to stay in the same spot so he put and metal box around it so that when the concrete was poured, you could still access the valve. Just make sure you do all the grunt work like digging down to the pipe and to were the final location would be.
