This only occurs if your house is very close to your neighbours. The person with the slab down last has to pay for underpinning. If you have a metre or so between their garage and your house no underpinning is required. Gravity. Its the law. Perhaps that's required in some situations due to soil type or slope, but it's certainly not the norm. Our garage and the neighbours' butt up against each other (I think there's 150mm setback to allow for a slight gutter overhang) and there's no underpinning.
