How much overhang did you have??? Ours is only 1.5cm (1cm max allowed according to the current standards). When you say they gave you the docs, did they indeed consult the engineer to design the rectification (on drawings)??? And then forwarded you the drawings? Y-bars are reinforcement bars The Y is an old (2 year approx) designation, it's now L and N which refers to the ductility of the bar. I think there are also Z bars, I think they are a good design practice as they seem to be the "linking" type of reo between different heights of the slab (of course, we don't have them) ... not sure, just my amateurism talking ... BTW, I mentioned the Z ones specifically because I think they can be useful for house (foundations) construction just because they seem to be able to provide that continuous vertical-horizontal reinforcement in an unbroken line. Whether they are needed in each specific case of course needs to be judged by a pro ... but, not really useful of me rambling about things I am not educated in anyway ... My signature is distracting people from my wise posts ... In the end, two pieces of treated timber (20mm thick) were bolted onto the joists and planed when there was too much sticking out.
