Does the builder put them into council or should we do this and then once approved get quotes. Just not sure the procedure is as this is our first build! We are in Melbourne. Re: Plans to Council - when? 3Dec 30, 2009 8:38 pm I'm in Hobart, so it may be a bit different, but we could do it either way. In the end we put the plans into council first. Once we had done our DA we then put in the application for the building permit and while this was being processed sent the plans out to tender. We just put "not decided" where it asked for the builder on the application for the building permit. If costings dont come in at what you want, after its been too council and you have your quotes.
