I saw a PD under construction recently, and I'm pretty sure any M'con with a rear master will have that option. Previous comment is correct, the standard plans often will not show this. Also, check your back neighbours, they might reject that idea having your balconies at the 2nd floor...This might happen at council stage approval, I read some people here have problem and must install screening because the neighbour reject it due to their privacy....
