The bricks are always laid up to the window jambs so they are touching. It could happen if this window was delivered late or a replacement, in which case they would need the bigger gap to fit the window from the outside. But in this case the brickies should be able to work 3cms into their courses so you don't have a gap, or cut bricks. Ask your supervisor why... but it looks like a lazy couldn't-care-less way to me. To fix the problem, they will fit infills, which are strips of powdercoated aluminium fastened to the window to fill the gap. This will affect the appearance, but should have no effect on the watertightness.
