The fact that it isn't sealed is neither here nor there as it's for storm water and not sewerage. You can buy in-line unions if you're still unhappy. There is no reason why all the downpipes around your home should not look the same. Its about skill and care. Ask yourself "would the builder have this on his own home?" If the answer is "NO" you have the answer. In Victoria we have Domestic Contracts Building Act 1995 section 6 which basically tells you you have the right to expect the standard not less than the builder's display home. Check out the display home stand up for your rights and you will get more respect. The bigger pipes were dropped below ground level like the rest of the house. There is a rubber ring/seal around the downpipe where it goes into the bigger pipe to seal it.
