Hi Luke,

That is great news! I just went past the land and it has come along heaps since I was there last.
I was hoping they would release it in stages. I think I will be lucky enough to be in the first stage.

I was wondering if you could tell me how you contacted the developer?
If you have a name and phone number that would be great. I need to query when Rawdon Hill can get on site for soil testing. They are hoping to do it straight away.

Any chance you could tell me where you currently live, I'd love to be able to drive past a Montague facade to have a look at it. Is that the Montague Heritage??

Hi Tamara,

The developer contacted me regarding our crossover at the request of Harcourts. I didn’t get his contact details, unfortunately. I do know that his name is Kevin Logue (as detailed in the Contract). Hopefully the roads go down soon and we can get access to the sites for soil tests – it can’t be too far away!

We’re currently living in the Cascades on Clyde estate (Cranbourne East). There are a couple of houses with the Montague façade in the estate; one on Wild Scotchman Way (Ex Display) and the other on MaCullam Drive.

Hi Tamara and Luke,
early this week we went for a walk on the land, our crossover is there and they put it on the left side as we requested. Whilst there we ran into the developer. He told us that the plan is to release in 3 stages, 50 at a time, lot 1 - 50 being the 1st release, he also said all going to plan, roads will be be going in early next week and expected to title in 6 weeks time. So thrilled with this news and lets hope it all goes to plan.

We have roads! We went past on the weekend and bitumen is down in half of the estate. Unfortunately, it’s not the half in which our block is located, but I’m hopeful it won’t be too far away.

Has anyone got an estimate on site costs from their builder yet?

Hi all,
really glad I stumbled across this forum! I'm Chris and I am building on lot 2. Looks like you guys are a bit more organised than me... I wish I knew about requesting to change the crossover

now our design has to change completely. I am happy to hear roadwork has started, think I'll swing by on the weekend and have a look.

My brother has also got a block in the estate but hasn't decided whether it will be an investment or their new home.

I bought through Harcourts Langwarrin and the letter I received last week says titles expected in April for stage 1 also confirmed by my conveyancer.

Before you ask I am going through a private builder and doing some of the work on the house myself. I am in the early stages of design with my draftsman.

To the best of my knowledge the BAL had to be approved by council and is accessed by the local fire department. Originally failed resulting in a delay to the project... I think the rating is quite low so it may not impact on your build costs (don't quote me on that one)

I am getting married to my partner Shaye in December and we have 2 kids, an 8 year old girl Kaylin and a 1 year old boy Kobi. Fantastic news my neighbour has an 8 year old girl too and the neighbourhood has lots of kids!

Sorry for such a long post but I joined the forum a couple of months too late!!! Looking forward to hearing your updates and being up to date on the estate.

Hi all,

Seems lots has happened since I last read the forum.
Not sure if anyone noticed but today they put down the footpath from the estate leading towards the shopping centre. They also started building a large timber fence along the length of the estate.
I wasn't aware they were doing that, so its great news.

I am in the first stage of release and I believe all our work is now complete. All the info I am getting tells me that the titles will be released at the end of the month and then we have 14 days to settle.

Rawdon Hill is telling me that we really need to get access to the land within the next two weeks to get soil tests done to be able to get a site start in May.
I'm very hopeful but every time I ask the developer when we could get access the answer is 'not yet'.

A friend building in the estate has received a site costs quote from Carlisle for about $12,500 but I think that can still change because they haven't done soil tests and I don't think anyone has received compaction reports yet.

Its definitely getting close now.

Hi Chris, nice to meet a neighbour!
Our crossover is actually also on the wrong side for our design too but we are keeping the house the way it is and are going to apply for a permit to put another crossover on the other side.
I'm not sure if there is a way to do private posts on here or if you have an email address you'd be happy to provide but I'd love to discuss our fences with you. I'm keen to get fences put up as soon as settlement is done so that I don't have to pay for temporary fencing with the builder.

Hi all,

I was told last week that settelement is about two weeks away.
Will believe it when it happens!

My builder has confirmed they got on site last week and did soil tests and have also received the compaction report from Harcourts. Should have all site costs quoted in the next week or so.
Am very nervous about it!!

I am still madly finalising plans and colours etc but they are coming along and I'm so happy with them!
Cant wait to get this build started.

Hi Everyone,

I’m not sure if you all know, but a Bushfire Management Overlay (BMO) is applicable to the Heath.

We have been speaking to the Frankston City Council about the permit requirements associated with the BMO. From what we understand, we all need to apply to the council for a planning permit to build in the Heath. According to the council, at the moment it is taking around 2.5 months to process these permit applications.

Has anyone been made aware of these permit requirements? Any information you could share would be great.

Also, it would be great to know when stage 1 settles, as we are in stage 2 which is about 6 weeks behind.

I am speaking to Rawdon Hill to clarify this information.
Can you tell me where the information came from about The Heath needing a Bushfire Management Overlay?
Was that in the land contract?

I knew Rawdon Hill would need to apply for building permit but not anything different due to BMO?
Im confused.................

Our soil tests and BAL Assessment has been completed. Origingally came back at BAL19 but once reviewed was reduced to BAL12.5.

I am in stage 1 and keep getting told settlement is two weeks away!

Any information you can provide would be great.

Hi Tamara,

The BMO information is available on the Department of Planning and Community Development website:

According to the relevant planning maps, the whole of 160 Potts Road is subject to the BMO. In addition, the Planning Permit for the sub-division, which was included in the contract documents, advises that we are subject to a Wildfire Management Overlay, which preceded the BMO.

We’re checking with the council as to whether the permit provided to the developer will exempt us from requiring a separate permit. I’m not too positive about this as there is nothing regarding bushfire measures in the s173 particulars of the contract/planning permit. I will keep you updated.

That’s great re your BAL assessment - you shouldn't need to make many changes. I hope ours is the same.

The new BMO has provisions for estate wide s173 coverage of bushfire requirements, however if the estate was passed under the WMO it is unlikely that the requirements of the BMO will be covered in the s173 against your title. I would make the assumption that you will need a bushfire management statement completed which will mean submission through town planning and then referral to CFA (expect to wait at least 2 months to have the planning permit returned).

Also be aware that if the estate is subject to the BMO then you will need (without exception) 10,000ltrs of static water supply with appropriate CFA fittings. Feel free to PM should you need any help with this, I have just completed a BAL40 BMS for a very complex site in Mt Martha.

Hi Everyone,

Today we met with the Frankston City Council to go through the BMO requirements for the Heath.

All lots in the Heath are subject to the BMO and, as a result, require a planning permit before building commences. The process of obtaining a planning permit is quite detailed and it’s probably best to talk to the planning department at the council or a consultant for guidance. The process can also take a while, even when everything is done correctly, so I suggest that those in Stage 1 starting think about getting the permit moving asap.

tcorn, be aware that you will essentially need to reassess your BAL under the BMO within your bushfire management statement (this is submitted with a planning application). The defendable space requirements within the tables for BMO based sites are greater. Your builder will be able to submit your planning application on your behalf and may require the assistance of a bushfire consultant depending on the complexity of your site (having a quick look at the estate online I would say that all of the 'inner' blocks should be able to achieve BAL19, however those on the perimeter could face a few challenges unless fuel management is in place around the estate)

Hi does anyone know if the titles been done for the 1st phase as yet? I am in phase 2 and was wondering how far off titles are going to be. I went down for a walk yesterday on the heath with my husband our drive way is in now, so we are really excited. Just know due to length of time of 2 months for the BAL planning permission coming back and titling of land we will not be celebrating christmas 2012 there

Hi I'm new to the site. I met agent there last Saturday and he told me that the titles are not issuing the way everyone expects. i.e. stage 1 ,2 etc. They are issuing titles in the next week for the blocks that have fully asphalted roads (half of the estate) and the others are not likely until July. He also said that council had issued all the compliance certificates and BMO is complete and rating has to be applied for by the builder and not the owner. Hope this assists

Thanks for letting us know, I am so frustrated harcourts langwarrin have not been good at all in letting us know anything, I am the one who has to keep chasing them so I guess will just have to wait and see if they get in touch. I am so glad our builder held our price for us until july. Annemc1which lot did you buy?

I have lot 64. It's on Romina, and on the half not completely asphalted, which means another long wait before we can start to build. Contracted to build with Porter Davis but they are talking site costs of over $30K. In my job I see valuations all the time and know that valuers won't take that into account when valuing the property. Don't care though. This is the forever house.

The compliance certificates and sign-off, including that from the CFA, are in relation to the sub-division. We need to apply to the Frankston City Council for a planning permit for each of our separate blocks.

If you are in the first section (which I understand titled today), I suggest that you get moving on the Bushfire Management Statement.

Sounds like your info is right.
Our settlement is booked in for Monday 14th may! About time...........

I have made a visit to the council and I'm told we need the permit application with the fee ($490), 3 copies of plans and I assume the Bushfire Management Statement to be apply to submit the application.

My builder is making enquiries about having the Statement completed and the first quote he got to have it completed was for $3300 and would take about 6 weeks.
He is currently trying someone else to get it done.

Has anyone else got to this stage and have any suggestions on getting it done quicker and/or cheaper??
