In Victoria, Councils can purchase high resolution imagery from the Department of Sustainability - so high resolution (15cm x 15 cm) that on the image of our old house I could see the washing on the line.... ..... - this imagery can be used to increase your rates due to "land value improvements" or to check on illegal building. The councils sign up to a Comprehensive Imagery Program and can split the costs of image capture. Our organisation recently needed some imagery for western Melbourne - the area had already been flown by Wyndham Council for planning purposes - so we had to share costs with Wyndham. Property checks ares probably random therefore it's a roll of the dice thing....but it doesn't even have to be this high tech....what if your neighbour doesn't like what your building a reports it to council?
